Last night, I was driving on a highway which was not well lit and I hit a piece of tire that was on the road. The tire was in shreds but it still had its round shape. It hit the front left side of the bumper, just underneath the fog light. It left no dents but it left black and white marks. Any suggestions on how to fix this.

Try some non-abrasive surface cleaners.

Try mother's scratch remover. It worked really well for my car when I struck a cone, an a bunch of scuff marks were left on my bumper.

Hi There

Try using a body solvent such as 3M adhesive remover or Pro Sol. It will remove the rubber transfer from the bumper. It will then show you what type of damage is left. Use a compound or polish just strong enough to remove the rest of the defect. There is no reason to use a paint polish to remove rubber. This should do the trick.
