alright, this is simple. first and foremost, you need to give us a color picture. you can take away color.. but you can't bring it back ;)
the best way to do this is with the pen tool. so grab the pen tool and practice some with it if you don't know how to use it. there must be tutorials somewhere.
if you can't manage to use the pen tool i suppose you could use the crappy lasso tool, but it won't be nearly as precise as the pen tool.
grab the tool of choice and go around the ring, then inverse the selection and make everything else black & white.
have fun

1. open the color photo in PS
2. go to the top and select the image drop down menu
3. select adjustments from this drop down menu and then select desaturate
-this will take the color out of your photo
4. now go to the left side tool bar and select the history brush
-select a soft brush and whatever brush size u want
5. now paint over what ever area u want in color adjusting the brush size for the edge and more detailed areas.
and your done.

I'm just learning PS myself...the process above I think is the easiest, but there are several others. U can use whatever technique u want to convert the photo to B&W and then use the history brush. A lot of times desaturate won't give u the best B&W conversion, but it makes this technique really easy and if u like the desaturated B&W photo ur good.
Here's a great website to check out. http://www.photoshopsupport.com
Bunch of tutorials and good reads.
