It's because the speedometer is calibrated to a certain wheel/tire diameter (ie the factory wheel/tire combo is, say 25.4 inches, so it's calibrated to that [I made that up though cause I don't know the factory size lol]). When you go to a different tire size it'll change the diameter which will make you travel faster/slower than what your speedometer is saying.
best bet is to just get a set of tires that doesn't mess up the speedometer a lot, use a tire size calculator and go from there, for us 225/45/17 works fine but since u mentioned 17" stockies, i'd just go 215/45/17 since 225 might be a tad too big (from what I've been told)
