Rule number 1:

When taking a photo at night, use a tripod!

And you probably want to turn down the ISO sensitivity... I usually get the best results with no flash and a long shutter.

Honestly, the quality of that pic looks like a camera phone pic...I don't think there is much to be helped on it.
