a muffler does not affect emissions, so no carb sticker.

you wont pass with a RH. and if a cop pulls you over and sees you have no cat, you can get impounded on the spot. if anyting get a RH then weld on a hi flow cat.

now, with the exhaust, it's smogable, etc. Nothing with carb. However, it's legality in california is still shady. Modifing the exhaust in making it louder is illegal, and you could get a fix-it ticket

nope
state ref and possible impound if the cop wanted too. Then you're supposed to fix the car, and pay a fee (couple hundred bills) or pay a higher fee and not get it inspected (but they flag your car for mods) point is, try not to get pulled over in cali. I fly very under the radar now

once i started really modding my car, I stay under the limit. I don't wanna shell out 500 bucks+ original fine because I was a dumbass. Certian cities cops are on the lookout for modded imports. That where you don't want a reason to get pulled over. I stayed wingless, put my front plate back on, got a quieter exhaust, got iS emblems instead of my itr, etc, cause I've had a cop tell me he could write me some big fines if he wanted to, and he was right.

Anything back of the cat. is legal as long as it has a "muffler", without any kind of bypass, and it passes the sound limits which in CA is 95db(A) at 20 inches from the exhaust tip, with the engine at 3/4 of maximum RPM, or about 6000 rpm for a Type S engine.
You can buy a SPL meter at Radio Shack for about $35 if you're curious. Make sure you use the A-weighted setting (which blocks a lot of the low-frequency noise). For reference, a typical lawnmower at full throttle is about 93db(A). So if your exhaust is louder than a lawnmower, time to fix it. Good article here http://www.bobsmuffler.com/noise.htm Read the CHP bulletin too. Here's another copy of that http://www.cent-21.com/laws/exhaust-us.htm No cat-back systems will have a CARB sticker, CARB does not apply to anything back of the cat.
