Splash Gaurds?

Alright so i have been noticing that my car squels whenever it rains out. I have cared about it much since i live in Ny and it doesnt rain in winter(bought it in october). But now that rain has started again i checked it out. I known its from my serpentine belt. When i look around even more i noticed i am missing my splash gaurd

. Its number 5 on the pic.

All i want to know is the belt squeling because water is hitting the belt when it rains? Thanks.

Dont know if this is right section because its not really a prolem but more if i need the part or not?

yes its ur splash shield...i had same problem
