Engine will not crank with injector clips unplugged??

I'm trying to perform a compression test on my 2002 RSX Type-S but I am running into a weird issue. The vehicle has no issue starting normally EXCEPT when it has been extremely cold here in the winter (-40). However it will not crank when I attempt to compression test it.
Following the factory service manual I:

1. Warm up the engine.
2. Turn it off.
3. Remove the No. 17 Fuse (I also tried unplugging the 4 injector clips)
4. Remove the four ignition coils and spark plugs
5. Attach compression gauge
6. Open the throttle and turn the key
7. Dash lights up and I can hear the fuel pump prime
8. Engine will not crank???

Is this likely a wiring issue or a mechanical issue? I don't know where to start.
