Bypass full open - does not shut

So I'm nearly done with a JRSC kit install and I'm struggling. This is a used kit that includes the Merc aftercooler setup. I've been working on it nights and weekends for about 5 weeks now and it's making me nuts.

Yesterday I replaced a bad bypass valve with a new one from Moss that tested good on the bench. Got the car started up and the bypass went full open, but it wouldn't close under throttle. It would only close when I turned the car off. It seems to me that this indicates the blower is not building boost, but I am new to superchargers and could use some advice. I spent a couple hours researching last night and came up with nothing.

Any ideas?

Check hoses leading to the bypass assembly.

Sorry, I'm a noob with this stuff. Everything I had read about this JRSC kit said that as soon as you apply throttle, the bypass should shut. However, after talking to Jason (extremely helpful guy at Moss), I now understand that it takes 50%+ throttle and some load on the engine for the bypass to shut and boost to build. I'm making progress now...
