Exclamation RPM bouncing even after IACV replacement

2004 RSX Turbo with 94k miles. Rarely driven the car in close to 3 years and after changing the gas, adding fuel stabilizer my rpms continue to bounce.

When I start the car it idles at 1800rpms and there's no bounce of the rpms. Once engine is warm the bouncing starts and continues for 1k-2k rpms. I have tried cleaning the IACV and that did not work. I then replaced it and the problem is still happening.

There is no vacuum leak either so I am out of ideas on what could be the issue. Any one else experience this?

Check your throttle body. May be some air getting in it or needs to be cleaned.

It is probably the vacuum tree valve thingy between the intake manifold and the valve cover. A hose runs to it from the air cleaner and then another from it to the manifold. It is supposed to let in extra air at cold idle, then close. But the top is plastic and easily cracked, and the base protrudes into the water jacket where the heat is supposed to flex some bi-metal which pushes the valve closed, but that can eventually fail. There isn't a problem until the engine warms up because the ECU keeps the timing retarded until the coolant is warm. Then it keeps retarding/advancing the timing as the engine revs from the vacuum leak.
